static repos have long been deprecated
koji creates a latest link each time a newRepo task finishes
http://kojipkgs.fedoraproject.org/repos/dist-rawhide/latest/x86_64/ for
instance

I had been pointing to

http://koji.fedoraproject.org/static-repos/

for the longest time. I'll update it.
