Then you've not read the mail carefully enough. On F-13 you would see:

$ yum list ghc-time\*
Loaded plugins: auto-update-debuginfo, refresh-packagekit
Error: No matching Packages to list
$ repoquery --whatobsoletes ghc-time-devel
$ repoquery --whatobsoletes ghc-time
$ yum list ghc
Loaded plugins: auto-update-debuginfo, refresh-packagekit
Available Packages
ghc.x86_64                         6.12.1-5.fc13                          fedora


It's fairly easy to verify other broken deps, too:
http://admin.fedoraproject.org/updates/compat-db-4.7.25-3.fc13
