Gpsim 0.25.0 release candidate

The release candidate for Gpsim 0.25.0 has been built in rawhide. The 
source tarball and SVN can also be found at 
https://sourceforge.net/projects/gpsim/. The planned release date is 
July 12. The features of the release are given below.
