Your claim here is certainly not supported by the FSF. although they have some issues with the recommendation of non-free plugins and if you consider it a legal question, it is outside the scope of FESCo. FESCo can still discuss it from a policy perspective but then pointing to FSF guidelines confuses a policy discussion with a legal one.
