At least in F12 and later, it does not, unless you force it.  X is
perfectly capable of picking a free VT, and telling you which one it
chose after it starts.

atropine:~% DISPLAY=:0 xprop -root | grep XFree86_VT
XFree86_VT(INTEGER) = 7
atropine:~% ps auwx | grep ^root.*X
