There is no "two weeks in testing" requirement for Fedora releases
currently. Perhaps you are thinking of the EPEL rule?

You can push to stable if you feel it's needed currently. Those
packages are not critical path, and so all it takes is karma and/or the
maintainer pushing them to stable.
