Well, then somebody will likely want to check for what isn't working.

My feel is, this would condense to a few individuals "misbehaving" for 
one or the other reason, e.g. because they are too close to a 
project/package to realize the "brokenness" of a packages, or because 
they don't have the skills to do better.
