It does take it into account, exactly as it should: it's the least
important bit of the total EVR.

So:

foo-1.0-2.fc13

is newer than:

foo-1.0-2.fc12

but foo-1.0-3.fc3 is newer than either, and foo-1.1-1.fc1 is newer than
all of the above.

That's exactly how it's intended to be. The correct fix is not to try
and give extra importance to the distro version tag (this is discussed
every few months, and each discussion explains why it's a bad idea), but
to stop maintainers getting into this mess in the first place, which may
require better education or better policies or possibly both.
