Nothing forbids linking to libdl; I am confident you meant "need not" 
(or maybe "might not") rather than "may not".

Or maybe even better:
"a program that uses dlopen and links with libxml2 would work without 
explicitly linking with libdl"

(No I can't change it myself, I do not have, and cannot obtain, an account.)
