Well, there are guidelines for such explicit Requires: http://fedoraproject.org/wiki/Packaging:Guidelines#Explicit_Requires If you apply this, a comment should be added to the spec file to explain explicit dependencies. Together with http://fedoraproject.org/wiki/Packaging:Guidelines#Requires that section of the guidelines covers more than just library dependencies.
