Not successfully, at least. Failed builds can be resubmitted, but if you try 
to resubmit a successful build, Koji will reject it and say the Version-
Release is already used. So once the build has succeeded, you cannot reuse 
the same Version-Release combination anymore, you have to bump Release if 
you want to change something.
