I just rsync'd it from my mirror of choice (kernel.org) and was very glad to get it releases/12/Everything quickly populated with hard links to the development/ files I already had locally. Now whenever I next rsync after the development/ tree cuts over, I won't wind up downloading copies of all the *.fc12.*.rpm in one place and deleting them in the other. In past releases I've had to either let that happen (and hope my ISP doesn't call me an "abuser" for downloading so much so fast), or do some careful manual cp -rl magic to stage local copies for rsync to find. This is a drastic improvement for me--and for my use of my chosen mirror's bandwidth.
