I don't know the exact procedure, but they still need to be sponsored.
Sponsors are allowed to sponsor people who are not primary maintainers
of a package.

Because maintaining the package upstream doesn't necessarily mean that
the person knows what they need to be a good Fedora packager, this isn't
going to be automatic.
