Sometime earlier this year something was changed in the package db that 
requires you to be a proven packager to touch other people's packages. I found 
this out when I tried to rebuild all the dependencies for the audit-libs 
soname number bump back in August.

Thanks. The Lower Process Capabilities Feature is now 100% complete. Wiki page 
has been updated. The testing plan has been updated. Now we just need testing.
