It is easy to add modify a structure, such as a directory. This is becoming increasing used for example, /etc/cron.daily. Package management is much easier this way. There are many other examples like this. Any new scheme should follow a model which includes this property. It is (theoretically) possible to achieve the same semantics by other schemes (not necessarily directories with files in a real filesystem). OTOH, I am not advocating for inventing yet another virtual filesystem for this purpose.
