This problem is not restricted to zsync:

deltarpm has the same problem as it supports the rsync protocol, too.
(https://bugzilla.redhat.com/show_bug.cgi?id=526432 - yes, I just opened it)

I did not do the research but it might be worth checking other programs that deal with the rsync protocol. There might be some more cases that suffer from the same problem.

Anyway, splitting off the modified zlib in a way that other rsync related package can build against it would be the minimal step to get back on even remotely sane ground.
