This is acting at the level of individual filenames (dropping the
directory component from the path), and doesn't have any knowledge about
a file beyond its full installation path.

The PATH filtering allows it to avoid lots of false-positives from all
of the various "COPYING", "README" etc files we drop into various places
in the filesystem.
