It's a binary that the NetworkManager-novellvpn package executes to start the vpn connection. NM-novellvpn does not seem to include nvpn, so it must be some external program. See src/nm-novellvpn-service.c :: nm_novellvpn_start_novellvpn_binary(). I assume there's a novellvpn package in OpenSUSE somewhere. Obviously adding that package (if it's open-source) to Fedora would be a prerequisite to adding NetworkManager-novellvpn.
