Ok, it seems the debug dracut module wants to be installed automatically, due to a bug.
You either have all binaries which are needed by the dracut debug module, or create the images with:
# dracut --omit debug <imagename> <kernel version> -- fedora-devel-list mailing list fedora-devel-list@xxxxxxxxxx https://www.redhat.com/mailman/listinfo/fedora-devel-list
