It is customary to discuss the new system call on the linux kernel mailing list first (linux-kernel@xxxxxxxxxxxxxxx) to make sure the system call satisfies the quality requirements of the kernel. (A system call can never be removed so the developers want to be REALLY sure it's the right interface before adding system calls)
