I googled it and did a search on the Fedora project wiki and didn't find
any more info on where it goes. Does the %lang directive go anywhere after
the %files directive like this?

%files doc-de
%lang(de)
%defattr(-,root,root,-)
%doc nqc-tutorial-de.doc

Also, do you know if the %lang two-letter code parameters are just the
ISO-639 codes?
