I see some patches in the latest F-11 kernel have been applied post -140
kernel:

- linux-2.6-iommu-fixes.patch: intel-iommu: fix PCI device detach from
virtual machine 3199aa6bc8766e17b8f60820c4f78d59c25fce0e upstream.

- linux-2.6-iommu-fixes.patch: intel-iommu: PAE memory corruption fix
fd18de50b9e7965f93d231e7390436fb8900c0e6 upstream. Also, re-cherry-pick
patchset and fix up merge conflicts against 2.6.29.3.

Would these things have anything to do with kernel panicing when
modesetting is turned on with Intel graphics hardware?

I can also confirm that kernels 140+ (updated to it a moment ago along [followed by -142 from koji] with MESA updates, so the problem may be elsewhere...) KMS no longer works on my Radeon X1950 pro card either.
