Thanks Darrell, I didn't know of this issue.

However, I operate from an existing workspace. I'm not sure what
the dialog is about, but IIRC I have Eclipse setup to prompt me
for the right workspace at startup, so that might be it.

One thing is for certain -- I'm not using the big-button welcome 
screen.
