The truth is that upstream versions bash in two number (4.0), but in some cases provides tarball with applied patches and uses three numbers. In fedora we use two numbered version and patch it. What about this NEVR: bash-4.0-p16-6.fc11.i586 where p16 stands for patchlevel 16.
If not, I will close bug as notabug...
