Some additional info on this...
I have this in my .vimrc:
let g:packager = "Karsten Hopp <karsten@xxxxxxxxxx>"
let g:spec_chglog_release_info = 1

As vim figures out the nvr automatically, the usual steps are
- bump release
- edit whatever in the spec file
- <LocalLeader>-c
- enter changelog text

This gets you a valid changelog entry with the correct date and nvr
