Basically cron has never been integrated with desktop infrastructure. I'm not sure exactly why gnome-keyring worked before. I think the most practical fix would be a cron patch that talks to ConsoleKit (if available) to determine if there's a current login session, and if there is, it reuses the infrastructure (X server, dbus-daemon, etc).
