Not sure which question you're asking.

The modeset and nomodeset kernel options will turn KMS on and off when
booting.

If you're asking if the kernel can set the mode during grub, then no.
The kernel is not running when grub runs, so it can't do anything. Grub
itself uses the standard VESA interface to the graphics hardware, so it
can't really do any interesting modesetting by itself either.
