It is in the process of being split into a shared library and the same utilities, so the shared library can be used by other clients, among them an Evolution plugin. The first attempt at this is at <http://www.five-ten-sg.com/libpst/packages/libpst.spec> and <http://www.five-ten-sg.com/libpst/packages/libpst-0.6.35-1.src.rpm>. That is not in the fedora cvs yet, because I think it unlikely that I have done a perfect job of that conversion.
