Ah, ok ... I was mistaken, I thought Fedora 8 was the oldest release
that was supported by PreUpgrade. Sorry about that.

In the case of updates-newkey, that is correct because of the security
breach a while back, the decision was made to create a new repo called
updates-newkey that would have all the packages signed with the new
GPG key.
