Not basename, but rpm provides (rpm -q --provides libicu).

> $ repoquery --whatrequires $(rpm -ql libicu | xargs -n1 basename) | sort -u

This won't work on any multilib arch, because 64bit provides look
like this: libicu.so.40()(64bit) on those.
