wesnoth F-11 and noarch subpackage

Hi Jon,

koji buildsys just grew support for noarch subpackages. It is time to go ahead with changing wesnoth F-11 to noarch subpackages instead of using the non-standard koji extra arches as F-9 and F-10 use. Here are the proposed steps to take:

Keep F-9 and F-10 with the 1.4.x version, using koji extra arches as-is. Why? While koji F-10 supports noarch sub-packages, F-9 rpm doesn't support it. Also while I personally would prefer F-10 be upgraded to the upcoming wesnoth-1.6.x version, fedora-games SIG rejected this in the past because it breaks existing saved games. (I don't particularly care that it does, but whatever.)
2) Prepare a new wesnoth-1.5.x.src.rpm using noarch subpackages.
3) Remove the current conditionals that builds and installs different stuff depending on the arch.
4) Add "BuildArch: noarch" to the data subpackage.
5) Test the build locally on F-10 or F-11. Is only the data subpackage noarch?
6) Ask rel-eng to remove extra arches from wesnoth dist-f11.
7) Checkin and build.
