What's wrong with following the de-facto standard everybody else uses,
instead of forcing people to push through an updated packaging guideline
that says "use only the ASCII dash '-' character in specfile changelog
entries"?

If that's the only purpose of this exercise, I will be the bad guy and do that. The stated reasons are not enough to inflict pain on our users. Testing of UTF-8 must be done in a better way.
