I have got a short view on this proposal and want to talk about my mind:

In the first sentence I could read, that the amount of 5 pakcages was
a requirement to get
provenpackager state.

In fact the only thing on which I could remember is, that you have to
packaged a
cretain amount of packages to get provenpackager state during the
seeding procedure.

The current state from my view is, that we have none guidelines which
helps you to decide
if you should accept a sponsor request or net.

On the other hand, after reading the proposal it's seem, that you need
a special technical
infrastructure to build up the descriped procedure, so this proposal
is unusable for a
short-term solution how we want to handle sponsoring request for the
provenpackager
group.

On the other hand, if we take the dicision in the hand of FESCo,
poeple may think, that
there are not diffent requirement to become a provenpackager or a sponsor.
