Read the Abstract. It was written to be straight forward.

The EDA developers are hardware designers, people who are not excited
by GTK/QT API but current/voltage/capacitances/slew rate/. For Fedora,
you will need software developers. I would rather let the existing EDA
developers work and improve their design tools. On the other hand, I
welcome new Fedora contributors to include these design tools into
fedora and help to maintain the balance. Currently there are 3 layers
in this approach:
1) EDA developers outside fedora
2) Fedora contributors
3) FEL Users

The main thing is we should first know where we stand! During the 3
years, I have seen many EDA developers have migrated to
Fedora/Centos.

Svilen Kvilen has commented about this thread. He is the upstream
developer for Toped and is using Toped in his daily paid job. It is
worth looking at.
