Similarly to this:

# mkdir -p /var/ftp/pub/fedora/development/i386
# cp -p *.rpm /var/ftp/pub/fedora/development/i386
# createrepo /var/ftp/pub/fedora/development/i386
# service vsftpd start
# vim /etc/mock/fedora-rawhide-i386.cfg

Add these lines before """ at the end of the file.
[local]
name=local
baseurl=ftp://localhost/pub/fedora/development/i386/
enabled=1

# [setarch i686] mock -r fedora-devel-i386 monofoo-2.0-1.src.rpm
