Isn't there a simple check for those cards that can either A) fall
back to VESA or B) switch NoAccel to true automatically?

Even if they can't accelerate, an unaccelerated desktop would still
have pleasant functionality.  Ubuntu obviously wouldn't get
acceleration working either on these cards.

Since they glitch up and it hasn't been resolved in some time, a
graceful fallback should be done, that will protect the user from the
most unpleasant parts of the experience.
