There is no official policy for this, but currently if I am not 
mistaken, the biggest vim plugin distributed in fedora is my 
vim-vimoutliner. I think the best way how to do it, is to use 
/usr/share/vim/vimfiles (which is owned by vim-common just for 
this purpose).
