Reading from disk is by definition IO bound, most likely the CPU is just sitting around waiting for the data anyway, resulting in no real-world impact on performance in typical desktop usage. It just takes up CPU time that would have otherwise been spent sitting idle. (Which may, however, result in increased power usage...)
