If only ASCII is allowed, a lot of people will not have the
possibility to have their names spelled correctly, with proper accents
or umlauts, in Changelogs.

For this very reason, we treat all GNOME ChangeLogs as UTF-8. IMHO,
that may make sense in Fedora ChangeLog guidelines as well.
