It is now an opt-in feature, you have to add this to your ~/.cvspkgsrc file 
(the first character in the second line is a tab) to re-enable it:

force-tag: $(SPECFILE) $(COMMON_DIR)/branches
	@$(MAKE) tag TAG_OPTS="-F $(TAG_OPTS)"
