" is a clearly-marked key on my keyboard. Those others are not. Until
mainstream keyboards (including "mainstream in the U.S.") have actual
keys for fancy quotes, I think asking/requiring people to use something
other than " is arguably unreasonable.
Saying "xkb supports it" doesn't help if I have no idea how to make xkb
generate those characters (plus, what do I do if I'm not using X?).
