Currently, I'm opposed to having a Guideline that mandates UTF-8 over
ASCII.
And I'm opposed to continuing to abuse ASCII glyphs and pretend they
stand for something other than their creators intended. One couldn't
avoid it when the available encoding didn't provide a clean way to write
some stuff, but doing it in 2008 is plain dumb.
I must have missed the 'fancy quotes' keys on my keyboard.

Complain to your xkb maintainer. Mine has «»“”‘’‚„

And those would be what buttons again?

" is a clearly-marked key on my keyboard. Those others are not. Until mainstream keyboards (including "mainstream in the U.S.") have actual keys for fancy quotes, I think asking/requiring people to use something other than " is arguably unreasonable.

Saying "xkb supports it" doesn't help if I have no idea how to make xkb generate those characters (plus, what do I do if I'm not using X?).
