I think that using devel is better, but I still haven't a compelling argument, that's why I didn't came back to you. I wanted first to improve the script I sent to be able to do some automated QA on static packages, such that there is a way to warn packagers who build against a static library when the static library has been rebuilt, and also scripts to help with rebuilding all the packages that depends on the static library if the change in the static library deserves it, and also warn packagers that are not in initialcc but build against a static library. After that I think that using -devel would have been compelling, but we're not here yet ;-).
