Correct, and there's more special-casing to make the key usable *both*
as a stand-alone shortcut and as modifier.

Yes:
$ gsettings set org.gnome.mutter overlay-key '' // disable super
$ gsettings reset org.gnome.mutter overlay-key // re-enable super
