It has improved a lot in dracut upstream. However, none of the Fedora
tools have been adjusted to use the newer overlayfs based persistence
mechanism in dracut now. So we still use the legacy method that breaks
pretty easily.

There's also no support in Fedora Media Writer to properly set this up
for users at all, which makes it a lot less accessible in the first
place.

This is absolutely correct. There's no reason we can't make this
better from our side, other than we haven't really focused on it for
the past decade.
