There's the issue Adam mentioned but also for a lot of desktops they
mark NetworkManager-l2tp (or it's -gnome sub package) as mandatory,
and system-tools has it as default and this pulls in
kernel-modules-extra. For the vast majority of Deskop VPN use cases
these days I actually doubt this is actually useful to be installed by
default. I wonder if the problem Adam mentioned would go away by
making the l2tp bits optional, from experience it really tends to be a
site to site protocol.
