AFAIK the intention is for the fedora-workstation-repositories
to be there, so I think we might have a bug in comps here somewhere?

No, it's not a bug. We weren't allowed to ship fedora-workstation-repositories by default as per Fedora Council guidance. It was only last week that we got a new ruling that finally allows doing that (but it needs some work in other related components first before we can actually do that).
