I've seen that issue (but never understood what exactly caused it) a few weeks ago, first when trying to do a `dnf system-upgrade` to F31 beta, then a few days later (after having returned to F30) after a random `dnf upgrade`. A little later I have successfully upgraded to F31 beta and never seen the issue again. Wayland and binary Nvidia driver works fine for me, both before and after installing the latest updates just now.
