It's not... not expected. Fedora isn't currently shipping or producing
Flatpaks, and has no control over what other Flatpak repositories do or
do not do.

Workstation WG, and especially the people working on promoting a)
Flatpak and b) applications from third-party repos on Fedora via
Flatpak, the confusion here seems like a serious concern. How can we
fix this?
