I'm afraid this is one of those "app is designed to run in a GUI as root" things, and it may need an entire re-write. I agree that it's a nice tool for systems-administration, with a UI that may fit that mindset better than the GNOME control panel applet Users. (The GNOME applet doesn't expose things like groups, other than the Administrator abstraction for Wheel, and doesn't let you set uids or anything like that, etc.) If someone wants to update system-config-users, awesome.
