That one has been in the distro since the days when the desktop Live was still
limited to a CD-ROM. It should probably be updated to read "Use LibreOffice
to..." rather than "Install LibreOffice to...". Or perhaps, "Fedora Workstation
Edition comes with LibreOffice to..."

I think I would be safe to just remove that banner then.
As you mention, there was a need for it in the past, in order for people to learn they could easily install an office suite. These days, it's fairly prominent if you just go into the Application overview, so the need for the banner isn't there any more.
